Two complementary tracks
The Skills Pathway for AI is led by SCS and supported by various government, technology and professional bodies, as well as 15 founding employers. It is structured into two pathways: the AI Bilingual Pathway and the AI Technical Specialist Pathway.
The AI Bilingual Pathway is designed for non-tech practitioners, domain professionals and business users, to help them build a baseline understanding of AI, practical application skills and governance awareness so they can adopt the technology responsibly.
The AI Technical Specialist Pathway, meanwhile, prepares aspiring professionals for in-demand specialist roles through employer-recognised certifications, practical portfolio development and technical assessment guidance. It covers five in-demand entry roles: AI platform engineer, AI application engineer, AI solutions architect, AI product manager, and AI ethics and compliance officer.
Governance and partnerships
The new pathway builds upon SCS’s earlier frameworks for cybersecurity, launched in 2024, and cloud technologies, launched in 2025. Lim also announced a partnership with NTUC LearningHub covering two initiatives. The AI Verify Workshop gives participants hands-on experience with a governance testing framework and practical methods to assess traditional and generative AI systems, while the SCS Accelerator Series: Government Tech Domain helps professionals serving the government sector understand relevant regulations, security standards, development practices and common platforms.
In a related update, SCS launched the latest version of its AI Ethics and Governance Body of Knowledge, introducing guidance for the era of agentic AI. The new edition focuses on governing AI autonomy and decision-making, strengthening accountability and adaptability of AI actions, and embedding meaningful human oversight throughout AI-enabled workflows.
IMDA’s legal-sector AI push
Teo outlined two new AI-related moves by IMDA. First, the authority worked with more than 20 partners, including Accenture, Microsoft, NCS and NTUC LearningHub, to curate almost 2,000 job and training opportunities under an expansion of the TechSkills Accelerator initiative. Second, IMDA introduced two AI fluency programmes: one developed with the Singapore Academy of Law to help practising lawyers use AI for legal research, information review and drafting, and one with the Singapore Corporate Counsel Association for in-house legal and allied professionals, focusing on in-house legal workflows.
These programmes are expected to help around 11,000 legal professionals in Singapore learn how to use AI in their daily work, supporting the broader national push to make workers confident in applying the technology.
